Sir,
Directed by the Lords Commissioners of Her Majesty's Treasury to acquaint you, for the information of the Governor in Chief, with the enclosed copies of a letter from the War Office and of its enclosures, relative to the loss and inconvenience which arises to Officers arriving in China with large sums of public money in foreign Coin.
My Lords have received no reply to the letter which they addressed to the Secretary of State for the Colonies in June 1859 on the subject of Sir T. Ropers Best.
