11th September 1860
A letter of the 6th instant, respecting the arrangement to the Post Office of Hong Kong on account of the expenses of this Post Office Agencies at the Consular ports of China and Japan, stated that I would cause separate Mails to be made up in future for Shanghai, so as to relieve the Hong Kong Office, from all trouble in the disposal of the Shanghai Correspondence.
On further consideration, however, I am of opinion that it will be more advisable, in the first instance to inform the Governor of Hong Kong that this Department will adopt that course, if, by doing so, economy will be promoted, and to wait until his reply be received before actually disturbing the present practice.
