the Civil officers who are unwilling to submit deductions from their salaries for the maintenance of such an advantage. Their Lordships are of opinion that the Ground should be informed that the system of

abatements has been discontinued in the Continent as well as in Civilian the old other Colonies in which it prevailed and that they do not consider that it would be expedient to revive a practice which has been discontinued in Hong Kong

they would suggest that the Governor's attention should be called to the Treasury despatch of 31 December last –
