be received by the Colonial post office upon letters posted in or addressed to Hong Kong; and, secondly, to pay Imperial revenue to that office from the posts, and the additional amount which may be deemed equitable to be prepared for the colony to claim, I shall be ready to receive it and to deal with it in a liberal spirit.
