despatch of the mail from London to Hong Kong of the 20th Sept Cash (being the first email that would arrive in Hong Kong long after the 10th November) credit should be given to the Colony for one fourth of the postage on all paid letters, and one book packet addressed to Ho... and the same course has been pursued with every mail subsequently despatched.
In the arrival of the 23rd, any portion of the postage on the letters contained in it was placed to the credit of the Colonial Post Office.
I have since received from the Colonial Office the enclosed copy of a despatch from the Governor of Hong Kong, by which it appears that, notwithstanding the lengthened discussion that had taken place on the subject of this transfer and the decision that had been come to, he has, however, treated the first mail despatched from Hong Kong after the 1st Nov... It was informed that no alteration whatever had been made in the question as if it were still open for further consideration, that awaited the determination of the Govt of the Colony.
In this view of the case, the mode of making up the mail was... I think that Your Lordships will hardly...
