If your Lordships should concur in these views, it will follow increased outlay for the cost of which.. was "Aberdeen Road" the cost set down in the Estimate for 1859 as £300, but which is to cost £800, should be borne by a Supplementary Estimate, although the whole expense incurred in 1859 for Roads, Streets and Bridges may have been within the sum of £6,912.9.9 voted for that class of expenditure in 1859.

It is right however to point out that the sum of £3785 (23780) referred to by the Governor "Hauls the Appropriation Ordinance for Gaol includes the sum (Page #9) a sum estimated for, of £965 for Establishments. Establishments should in no case be applicable to items estimated for services exclusive of Establishments; and we submit that misappropriation on this point would be best prevented (Judicial, Ecclesiastical, Medical, Police, Gaols) by noting all Establishments separately, but that for an excess on the item!
