My Lords,
We have the receipt of your Lordships' order of the 5th inst., in reference to Mr. Merivale's letter of the 31st Dec. 1859, with the copy of a despatch from the Governor of Hong Kong, applying for instructions on the subject of a Supplementary Estimate.
The question proposed by the Governor for consideration is, whether, if the total expenditure under each general head be within the total amount sanctioned by the Lords Commissioners of H. M. Treasury.
