Taking into Consideration Col: Caine's service from 1st day 1861 to May 1859, a period of eighteen years, and adding to that service ten years on account of abolition of Office, Their Lordship would submit to the Duke of Newcastle that a Pension, at the rate of one thousand and fifty pounds £1050 per annum may be granted to him.
I am to add that, in conformity with the arrangement made by the Letter from this Board, of the 22nd June 1857, this Pension will be payable from the Colonial Revenue of Hong Kong.
