furnish returns for the year to the latest date of the number and tonnage of all Vessels entering at and clearing from Chinese Ports upon voyages in the course of which they would benefit by a Light on the Lema Shoal.

This will include all vessels bound to or from any Ports in China if they pass through the Lema Sea.

A Form of Return for the purpose is annexed.

Similar returns will be required from Hongkong.

I have reason to believe that this objection would not apply to a general system such as that now suggested.
