the receipt of your letter of 20 inst, stating that the attention of the Secretary of State for the Colonies has been called to the arrangement at present in force by which payment is made to this Company in respect of Contract passages ordered for Colonial Officers from HongKong, Ceylon to England, and enquiring, whether the Directors would object to these Officers paying their passage money, at the Contract rate direct to the Company's Agent at the port of embarcation:
In reply, I am desired by the Directors to express their regret that after giving the matter their best consideration, they do not feel themselves in a position to adopt the arrangement proposed.
