The buck has no reason to doubt that the Governor would exercise a proper discretion on the subject of Mr. Tarrants complaints, but he will be prepared to address a dispatch to the Governor recalling

166 recalling his attention to the case of Tarrant, and forwarding any statement in writing which you may communicate to him. His Grace does not perceive that any advantage would be gained by a personal interview on this matter
