I have the honour to enclose herewith a copy of a letter received from the Secretary to the Government of Hong Kong, together with a copy of certain letters.
I learn from your Lordship's address that it is not possible or proper for me to send the original letters until I furnish copies. I am constrained to request that you will be good enough to peruse the copies which (before I knew of the Secretary's determination) I had posted to an English gentleman to complete the chain of correspondence to date.
