I am directed & requested that you will state to Mr. Herbert that it does not appear to the Duke of Newcastle that there is at present any clear authority with what authority British the power of granting land in the Peninsula rests, but that his grace has sent to the Governor of Hong Kong the instructions deemed fit to be adopted, and has suggested to Lord Russell that an intimation should be made to Mr. Parkes to whom the lease appears to have been made.
