In reply to a letter of the 15th ult. instant I am directed by the Secretary of State to acquaint you,
for the information of Lord John Russell that as Mr. Silas Burrows Senior appears to be a resident in the Colony of Hong Kong
the Governor has been instructed to report whether he is
aware, or not, of any objection to his appointment as
Russian Consular Cash Agent in that Colony
but if he is not aware of any such objection, he has been
instructed to recognize Mr. Silas Burrows Senior
provisionally in that capacity, until the arrival of the Consul-General.
