to refund his

passage money. If he relinquished his appointment

within two years, or if he quitted the colony without

leave,

unless in

either case he

produced

a

Certificate from the

Colonial Secretary

that he was unable

from bodily

or mental

infirmity

to perform his duty.

Mr. Niblet having

relinquished his appointment and

not having produced the required certificate is bound to repay

his passage money

to Hong Kong.

But His Excellency is not desirous to

take advantage of

any formal stipulation

on Mr. Niblet's

part and is willing to delay

pressing him for

the money for four months in order that he may
