I have received and laid before my Lords for reception your letter of the 25th instant transmitting a despatch from the Governor of Hong Kong en regard to the ultimate appropriation of the Kowloon Ruinsala in the event of its capture by the Military Government, commanded to request you will state to the Secretary of State that by their proposal to transmit a copy of the Governor's despatch to Admiral Hope, with directions that, on his return to the Southward, he will in conjunction with the Military Authorities consider the question, and send home a plan.
