With reference to your letter of the 8th June last an Ordinance framed by the Governor of Hong Kong on the 25th March 1857 by the 2nd clause of which it was proposed to secure a readier and less expensive mode of distributing private property recaptured from Pirates the value of which does not Exceed £250, but which clause cannot be permitted to remain in force in consequence of being at variance with 13 & 14 Vic: Cap 20: Sec. 5. and suggesting that the matter be referred to Sir R Phillimore and W. Shring with a view to Obtaining the object proposed by some other means: I am Commanded by the Duke to transmit to you for the information of the Governor copy of a letter from the Registrar of the High Court of Admiralty dated the 20th Instant in which he suggests that it is desirable
