Territory will rest,
but I have to
instruct
you, in
The Event of that
power being vested
in the Government of Hong Kong, not to
grant any lease or licence of any part of
The Peninsula
for Colonial or other purposes until
the matter has been carefully
considered by
the Imperial government.
I have suggested to Lord John Russell that similar
instructions should be sent to Mr. Parkes
to whom, as acting on behalf of this
government, the
lease appears to be
made
