One of the prisoners is not a British subject by birth, being a subject of the Rajah of Cashmere, and the other man from tribes on the Punjab frontier, both belonging to a race, and class of men, who are from their youth, habituated to the use of arms, and invariably carry them, and are, from exigencies of their native or national position, continually engaged in either making or repressing a sort of predatory warfare, which hardly ever ceases on the frontier. The Punjab Regiments were raised principally for the protection of the Frontier, and the men have been almost incessantly employed in this sort of border warfare, and repressing and dealing most summarily with the gangs of thieves and warlike robbers who infest the frontier. They are accustomed, and expected, to give implicit obedience to the commands of their European Officers, of whatever nature they may be.
