My dear Sir,
I really
am at a loss
how to reply to your official Communication
of the 27th ultimo, as it is quite impossible to say to what extent the Emigration
will proceed this year,
and how much
labour will consequently fall on the Auditor General for the accounts.
Would it not be well to let the compensation bear some comparison with the number of Emigrants shipped
if such plan is not approved by
The Honorable
Mr Mercer.
