General to the Lord Commissioners of the Treasury relative to the Cost of the British Post Office Agencies at the Consular Ports in China and Japan, and in compliance with the instructions conveyed therein, I now transmit a Report from the Acting Post Master General of this Colony containing the information called for by Lord Stanley & Alderley.
354 As regards the proposal of the Post Master General to have a Separate bag made up for Shaughai, I think such a change would be very unacceptable to the Foreign Community at that Port, and would entail additional expense on the Imperial Government, & is a great Convenience to the Mercantile firms at Shaughai to be able when they please to withdraw their letters from the Post Office.
