not meant to accomplish that purpose

offer must be withdrawn, and

His Excellency desires me to point
out that Mr. Chapman had
recently returned from five
only
years' leave when he was seized by his present
illness, and that he has
now had the
Equivalent of Six months' Extra leave
on half Salary.
