My Lord Duke,
I have the honor to submit Ordinance No 16 of 1860 which passed the Legislative Council on the 30th ultimo.
It is entitled "An Ordinance to amend the law relating to Newspapers in Hongkong".
The subject of it was broached in my Despatch No 31, Legislative, to the Duke of Newcastle, &c.
