The next object is to establish a proper system of survey and inspection of all vessels plying as Cargo Boats and the remaining clauses are framed with a view of attaining this end.
The importance of this Ordinance cannot be overrated when we consider the organised system of robbery that exists amongst the Cargo Boat population of this colony to such an extent and has grown to such a height as imperatively to call for new laws and additional powers
