I would also suggest that the opinion of the Law Officers of the Crown be taken as to the mode of extending to the new territory the Ordinances and Proclamations now in force here; whether this should be done by the formal Instrument to which I have above alluded, or whether they should be separately applied by a local enactment. On this point, and subsequently, I enclose a memorandum by Dr. Meigs, acting at present Law Adviser to this Government.
