China must remain in free and usages of Kowloong under the administration of British Officials to be recently appointed. The limits of the ground ceded will be found specified in the lease under which it has been recently held.

A copy of this lease is formed enclosure to my No 2. Dated 1st March, or 26th March, ... and a Plan of the Peninsula showing the ceded ground accompanied my Despatch of August last.

As yet my information as to this cession rests on an unofficial note from Lord Elgin and a perusal of the Treaty with which I have been favoured by Mr. Lock, the Bearer. I expect however to hear officially from his Lordship by the next mail from the North, when I shall be prepared to take the necessary steps.
