New vessel also lying in the Harbor: shortly after I went on board of that vessel and saw him there. Her Commanding officer has refused to deliver up the said John Brown to me and claims him as a deserter from another Prussian man-of-war vessel called the Arcona. George Brown is at present called Sulkofsky. I request that a warrant for the arrest of George Brown alias Sulkofsky be granted.

I did not reply to your note of yesterday's date immediately as I wished to see the Commanding Officer of the Elbe to ascertain his views on the subject in question, before taking further steps in the matter.

I have since learned that one of your officers has been on board the Elbe and presented your warrant for the apprehension of the deserter Sulkofsky, and also that the Commander declines submitting to your demand.

This, under the peculiar circumstances...
