Mr. Ward the United States' Minister Plenipotentiary in China called upon me yesterday, and after conversation upon the case, he stated that he entirely concurred in the view taken of it by this Government, and that he intended to forward to the United States Government a remonstrance by this mail against the action of the Commander of the "Elbe" in detaining an American seaman on board - in custody on the articles of an American Ship - and refusing to surrender him without having attempted to substantiate the Prussian claim to him.
