Mr Overbeck's argument

is in short simply this

that Anta

Prussian Man

war in our waters is im

ver respect Prussian ground and consequently beyond the limits of British jurisdiction. That there was

therefore

no third party to the case as supposed by the local

Government, and consequently there could have been

no breach of

law or

international

Courtesy.

Upon this the acting

Law officer observed – Unless

the local Government

are going to concede the whole

question

without

a

reference home

to me

appears to

be

inevitable. If the Prussian

position is correct it goes

to this that an

Prussian Man-of-war is

in every respect Prussian

ground, and therefore that

a murder committed by

some

one

not a

Prussian

subject and not belonging to the crew of a

Prussian
