M. Gunthorpe's

statement that Mr Newman attended separately to the immigration business while

he

was in

charge of

the

Harbor Master's Department

is I believe quite correct; but as

the issuing

Licenses formed

no part of

the Emigration business of that period, that particular branch could not have been

under Mr Newman's separate

control, although in all probability he would have charge of it had he

remained in the Office until the period came round

for granting the new Licenses. When, however, that
