The last issued was for April of that year, and was duly credited by Mr Englis in his collector's Account for that month

Mr. Newman during the period he was in charge issued no license, and consequently had no fees to pay into the Treasury, or entries to make in his Books or accounts. Nor did he send in Collector's accounts for February and May 1889, as it had never been the practice of the department to do so, will be seen by a reference to Mr. Inglis' accounts for the months in which there were receipts under this head

I find also that the practice adopted in the Harbor Master's office in respect of Nil Returns was the one followed at that time throughout all the Departments, as it was not then considered necessary for
