communicated to him : would it be sufficient to inform him that from a despatch recently received from the Foreign Office, it appears that Mr Tarrant's complaints were not countenanced because he had not applied to the Colonial Secretary when he made his complaints. In compliance with your request to furnish copies of his letter for transmission to the Secretary of State, the Governor has directed me to inform you that the proceedings against Mr. Farrant were for debt and in the Court, and that our Governor had no control over such a private matter in which he was much concerned, and that by order of the Court, Mr. Farrant was imprisoned.

"Subject of Mr. Farrant's imprisonment in the Gaol._ Replying to despatch 1:53 of the 4th July last, on the subject of Mr. Farrant's imprisonment, adding that the Governor informed the Secretary of State that Mr. Farrant was imprisoned for debt.

Mr. Anstey was told on the 16th July "that the correspondence that had passed between him and this Department had been forwarded to the Secretary of State for transmission to the Governor of Hong Kong, and that he was informed that the correspondence had been received.
I have doubts whether the Governor's despatch ought to have stated that his explanation of not having assisted Mr. Farrant in his imprisonment was not satisfactory.
