Secretary in April last, by which
it will be seen that Mr Tarrant was
fully
made aware
that, unless he
complied with the established rule
of the Service, his letters would not be forwarded, and that I could not offer any comments on papers alleged to have been forwarded to the Secretary of State, but which had not passed through my
hands.

object in acting as he did, was his letters might reach
your
Grace through to Augiers, unaccompanied by any report from
me.
And Mr Farrant's
object, throughout the correspondence referred to, appears to have been
