of $10,000 Bond connected
with the Opium Monopoly.

Having been called upon to give a full report of the circumstances under which the sum of $10,000 was recovered on a bond connected with the Opium monopoly, I have the honor to report for the information of His Excellency the Governor. That the sale of prepared Opium in this Colony and the adjacent country was constituted a monopoly by Ordinance No. 2 of 1859.
