From the point P a breakwater should be formed to give shelter to small boats in heavy weather, this would form the base of the future Quay Road if it should be formed requisite, other provision being made for Contingency, for small boats in such a position, the Land waters being then collected by Catch water drains and discharged at P. These two Roads would be connected with each other at the different Points shown, beyond which piers for general purposes and two for Steam Boats on the South face would be advisable. From these two principal lines the whole of the remaining Roads diverge.
