Police as well as for the general convenience of all residents therein whether Military, Naval, mercantile, or Colonial as stated before;

His Excellency knows, the surface is irregular in the extreme, the various hillocks and ridges being divided by deep Ravines and which, without a useless and excessive expenditure must be the guide

Roads
on
such peculiar nature, the object therefore to be attained in the first instance is to devise these lines of Road,
and not start with an Arbitrary line of boundary for Naval and Military purposes solely, over every irregularity of surface to the manifest injury of the whole Peninsula, as cutting out, I may say, the very base upon which all other portions of the district are dependent.
I proceed now to explain in brief such parts of the Plan as now submitted which are not described therein for His Excellency's consideration - I give it in this form.
