All these documents were laid by me before the Legislative Council with an intimation that if the necessary funds were supplied, it was my intention to accept Mr. Rawling's tender for the Execution of the work, subject of course to your Grace's confirmation. The Scheme met with the entire approval of the Council, without a dissentient voice.

It is intended by this enactment to effect three distinct objects :- 1st, to appropriate a sum not exceeding £30,000 to enable the Executive to accept Mr Rawling's tender, and to leave besides a margin of £5,000 towards supplying water into a place near the town, not now inhabited, but which will probably be densely crowded before the completion of the works. 2ndly, To Enable the Executive to borrow on the Security of a water rate such proportion of the £30,000 as the revenue may not be able to meet — 3rdly to impose a tax on houses in Town of 2 per cent per annum on the value of rentals for the purpose of maintaining the water works, and towards repaying Government the Cost of Construction. This tax will produce about £3,400 a year, or about 12 per cent on the Estimated Outlay.
