establish a system by which proper enquiries could be instituted in the future.
Similar cases for the Clause 5 of Sect. 2412 of the above Act seems to recognize explicitly the power of Colonial Legislatures to establish a proper Court or Tribunal of Inquiry for the class of Cases mentioned in Section 432.
With this view the above Ordinance was prepared and passed. There can be no objection as the details are sufficiently filled in for all practical purposes.
