On the ground of insanity, the Governor of the Colony may be authorized to lead him to Leyland if he can possibly find an opportunity for the purpose in order to be detained in this country. There is no Institution whatever at Hongkong suitable for the custody of an insane criminal.

I believe that it may be unnecessary to trouble his Lordship with this, as it seems to be a question of the disposal of a criminal. I think that the best course will be to send copies of the papers to the Home Office and request to be informed whether they have any observations to make on the case.

I have the honor to state for the information of His Excellency the Governor that on the 7th July instant, Henry Piper, a seaman on board the British ship "Frenchman", was tried before me in the Supreme Court, charged with the wilful Murder of James Davis, a British subject, on board the British ship "Epsom", then lying at Whampoa - and that
