any other item of Expenditure detailed in the Estimates lain before Parliament.

Take for example the Year 1853/54 See Return The actual Expenditure of the Colony AVAI £36,418. Parliament voted towards this £9,200.

The balance £27,218 was defrayed local resources - The total Expenditure of the year May be roughly distributed as follows: - Salaries Public Works ann- Police - Gacks and Other charges £20,000 16,418. Total £36,418

The Salaries appear to have been about equally divided between those who did and those who did not pay superannuation abatements. Under these circumstances, I confess I cannot see why the £9,200 voted by Parliament should be deemed to have been expended on Salaries, any more than on any other item of Expenditure; but even supposing there were some reason for connecting the grant with salaries, it would seem then fully as reasonable if not more so to set it off against the principal Salaries on the list such as those of the Governor - Chief Justice - Attorney General - and others amounting to £10,000 which were not liable to superannuation deductions, as against those smaller salaries also amounting to £10,000 from which abatements were made
