I am directed to inform you that His Excellency The Acting Governor has placed before the Executive Council the petition of Mr. Mantow and the two officers of the American ship Messenger, now in your custody and sentenced by the Supreme Court of this Colony.
The Council has likewise given full consideration to the letter of Joseph Scott, Esq., Governor of the Gaol.
