a feeling of the
Most entire respect towards His Excellency the Governor. Had

the proposed reduction I should
have addressed His Excellency
on the subject with a perfect Conviction that my facts &
arguments would receive all the attention which they might deserve.
but as the arrangement to which
this Paper is sanctioned by your Grace
no other course is open to me but
to appeal. I hope that the question may
be referred to you, and I do so in the
hope that
His Excellency the Governor has kindly postponed the operation of
the change to enable me to address your Grace,
and to show how the reduction suggested is excessive.
I indulge the hope that I have now done so.
I may add that it was not until
