My Lord Duke,
I beg respectfully to submit, for your Grace's favourable consideration, a statement of facts with reference to the Office of ... Colonial Hong Kong, which I have the honour to hold.
On the 22nd October last, finding that, owing to thevous advance which has taken place in house rent, servants' wages, &c., and the increased cost of all the necessaries of life, as also the high rate of life Insurance, my salary is usually insufficient to enable me to maintain the position to which I had been accustomed and which I thought myself entitled.
