To His Grace the Duke of Newcastle,
I have the honor to submit for Your Grace's favorable consideration Ordinance No. 10 of 1860, entitled "An Ordinance to establish and regulate certain Fees to be taken for Duties to be performed under the Merchant Shipping Act, 1854"
It passed the Council on the 12th ultimo, and will be found explained in the accompanying Copy of the Law
