Ordinance No 11 of 1858,
27 July - for the regulation of the business of Pawnbroking,
was found so irksome in its requirements - contrary to the Chinese mode of transacting their Pawnbroking operations,
that numerous petitions were presented from time to time during the year 1859 against it.
There was apparently a natural disinclination to disturb a legislative enactment
