to assure your Grace that the Correctness of the whole of those Accounts which have been under my individual charge, can be vouched for, not only on reference to the Office Books but also the
Treasury Vouchers.
I therefore cannot Conceive how His Excellency, and Executive Council,
Cannot Conceive how they Could arrive at the Conclusion they have done, or why I should be deemed as responsible in any way,
for either
sections, or
for defalcations, arising
out of the Negligence of others?
The charge against me is a very
serious one; Of having received Government monies without
entering the same in the Books, and afterwards for not paying the same direct into the Treasury.
This charge I refute by the fact, that there were not any Books kept in the Office for the entry of such sums as "Emigration Fees", that this must have been known to, and, if wrong, ought to have been remedied by the Auditor General, whose duty it was to see to the proper organization of the office with regard to the records.
I did not pay the money into the Treasury, because all previous sums of the Same nature had been paid direct to W. Newman, and I conceived it nothing more than my duty to obey his Orders in this respect, and to hand over the Amounts as received into his hands = this
therefore, that I profoundly hope, that Your Grace may have cause for seeing from my foregoing plain statement of facts;
