of January last Mr. Newman became ill and was thereby prevented giving than occasional attendance at the Office, when I was then called upon by him, to fulfil (to a limited extent) the duties
of Registrar of Emigration Officer and Shipping

2 - On the 6th day of March last he died from the effects of abscess on the Liver.
In the Course of a few days afterwards,
it was discovered that there were sundry defalcations in his Department of
extent, amounting
in the aggregate, to
over Twelve Hundred Dollars,
principally being
$382
on account of Monies paid by sundry persons as Fees for Emigration passage Brokers Licenses; Nine Hundred Dollars
of which only $382 had been received by myself, and which sum was actually and bona fide paid into his hands
by me received from time to time, such being in conformity with his injunctions, Two hundred dollars were paid over direct
to him by one, Rozaris, a passage Broker, (as was proved by that individual producing
the Cheque which had been passed through the Bank, drawn in favor of the Emigration Officer,
and bearing his (M. Newman's) endorsement in acknowledgement of its due receipt) and a further sum of One Hundred Dollars, was also paid to him direct, by One Lye Away (also a Passage Broker) towards the latter end of last year, as a deposit, in Consideration of an incomplete License.
