return to this Colony,

Your Grace's permission, for the purpose of resuming my Official Duties, I was much astonished at learning, for the first time,

reconstruction of the Harbor Master's Department had taken place, very soon

that a

after my departure on sick leave, whereby I. Newman, who although having Served

but a

short time in the Service, and

very had before acted under me, as Second Clerk, was promoted to the position of Acting Harbor Master and Emigration Officer, and eventually, as Registrar of Shipping, while I, who had carried on my duties zealously

faithfully for so long, found myself supplanted, (which proceeding I believe Your Grace will concur with me being contrary to all rule of progression as generally acknowledged throughout the

Service) without any explanation of the cause thereof being afforded, though expressly requested by me on my return, but, merely

to the effect, that "It is His Excellency the Governor felt a disinclination to nullify a step which had been deliberately sanctioned by his predecessor."

assumed the lead of the Harbor Master's

Office, at same time, reserving to himself,
