this distant Colony, I would venture to suggest that much unnecessary trouble might be saved if Mr. Austin were requested to comply with rules of the Service which direct - Communications respecting the Conduct of the local Government intended for the perusal of the Secretary of State to be forwarded through the Governor. If this rule had been observed in the present instance, such a communication as the one to which I am replying would never have been forwarded, or if forwarded, would have been accompanied by its antidote.
