A very considerable length of Road, I may say indeed, from near Aberdeen to Stanley, Pokfulam, Taipingshan, Saiyingpun, and thence to Victoria 17 miles has never been repaired since its formation, and although some portions of it are but little used, it is of great consequence to prevent such waters as I have referred to above from arising, and a small stoppage to a drain will increase the difficulty of the unit of water with each heavy hip to drains, $8.50 12. 10.
As soon as under the breadth Road gives way, flood, and finally the whole breadth of Road may give away which timely attention would have prevented at probably good inconvenience to the public which such a stoppage to a drain will occasion, and without Contingencies 100% reparation would entail.

I now propose for this reason to devote such funds as this Excellency may place at my disposal in the repair of all the lines I have mentioned, and that so soon as each 2 miles of Road or thereabouts in continuation 5 months, or longer if necessary, and his oral orders shall be complied with, to keep one man on for employment during the rainy season, shall be to attend principally to the drains, and for that purpose see the effect in particular places, may require remove "yards of earth slip at tam, 150 cube yards £24 2. 10. removal of earth slip near to be cut during the rains, that the stones and silt in time to prevent damage, and this I trust I shall be enabled to maintain the Roads in an efficient state of repair at a smaller outlay than otherwise outlays of this nature manage for many years past in rough stone @ of - bok clearing to drains of Stores &c.
The system of contracting for repairs and maintenance of Roads I have arranged here, contractors objecting to the sick slips and failures &c., and so other damages caused by floods. It is therefore necessary for me to undertake such subsidiary services @ £12/6 - £15. 12. 6
